Develop "short lists" of consultants and contractor based on reputation, speciality, and due-diligence reference review
Develop and distribute RFP for consultants and contractor
Coordinate and participate in interviews
Review consultant fee proposals, develop comparative matrix with ranking and recommendations for consultants and contractor
Work with Owner to prepare consultant and contractor contracts
Master Project Budget Analysis and Control
Work with Owner and consultants to establish initial project budget to be updated monthly throughout the term of the project
Review conceptual, design development and working drawings to determine
if the facility will satisfy the end user's performance requirements
Research value engineering options as needed
Research construction materials and technical facility systems
Review the project design for operation efficiency
Assist Owner with general design phase administration
Work with Owner and consultants to reduce scope and/or value
engineer project as required to keep project within agreed-upon budget and schedule
Review consultants invoices
Perform quality assurance site inspections
Participate in project meetings during construction on a weekly basis
Coordinate the services of Owner's testing firms
Review items of change and change orders including Contractors' proposals, changes in quantity, contract time and price
Review contractor applications for payment
Maintain a central control file of contract documents such as design and construction contracts, plans and specifications, correspondence reports, and change orders
Provide written and oral progress reports to Owner and its committees/boards including monthly updates of the Master Project Budget and Schedule
Assist Owner with external relations regarding the project, including representation of the Owner with city departments, the media and the public
Maintain a photo log of construction progress
Assist consultants in review of construction and establishment of punch lists
Review closeout documentation from contractor
Check warranties, guarantees, and service contracts
Coordinate reviews of operating & maintenance manuals
